India initiates a scope-of-product investigation into the anti-subsidy case against stainless welded steel pipes from Vietnam and China.

On February 11, 2021, the General Department of Trade Defense of India (DGTR) announced the initiation of an investigation into a scope of product review in an anti-subsidy case against a number of stainless welded steel pipe products with origin. from Vietnam and China.

1. Some main content

This is a midterm review at the request of the Plaintiff Kunshan Kinglai Hygienic Material to exclude products that meet the Biological Treatment Equipment (ASME BPE) standard of the United States Association of Mechanical Engineers. Period (ASME), out of the scope of an anti-subsidy tax order according to Notice No. 4/2019-Customs (CVD) of September 17, 2019.

– Goods subject to review: welded stainless steel pipes and tubes, to be classified according to HS codes 7306.40.00, 7306.61.00, 7306.69.00, 7306.11.00, 7306.21.00).

– Follow-up procedure: This survey is only intended to reassess the product range and consider the exclusion of certain products with special standards that cannot be produced by the Indian industry. DGTR will not reconsider the margin of subsidy and damage in the original case. Time limit for providing information: Within 30 days from the date of receiving the notice. In the event that the information is not received within the specified time, DGTR will use the available data to make an appropriate decision.

2. Some response recommendations

The Trade Defense Department (PVTM) recommends the following stakeholders:

– In the case of exports of products that have obtained special certifications, information should be coordinated with Indian importers to demonstrate and recommend the exclusion of these products from the scope of the order. apply tax;
